ALDAs were introduced in the 2019 Federal Budget, but it took a while to get them to market. The insurance companies didn't just have to build and price the product, but also to build the infrastructure to manage them. They are up and running now.
Not everyone will need an ALDA, but potentially they could be a great fit in the right circumstance.
